Small holder might have applied for 30K, but have only had 5K worth of shares at record date.
Will be scaled to max 5K in any case i.e. by much more than 2/3. But we don't know how many of these.
The scale back for these cases, then impact on what's left to distribute to the others who had more holdings than shares they applied for.
