Totally agreee. When it comes to doing testing speeds across http/https across different routes, most "technical" people should know how to do this, and if not figure it out pretty quickly. Anyone with any exposure to high traffic websites in either the development or engineering space, with exposure to Content Delivery Networks (CDNs) would have tools to do this as part of their day to day duties.
Then its just a case of comparing numbers. Pretty simple really.
