Just as China manipulates the rare earth market, the thought occurs to me (not able to prove - would need a good Tanzanian source) that China may be putting pressure on Tanzania to withhold the mining licence for Ngualla. China has been investing heavily in Tanzania over recent years and will have some pretty strong strings to pull.
