Board should have downscaled PEK when this local political/administrative started as it was going to take time to resolve and work through.  Some spread of risk a few years ago may also have lessened the risk

Tanzania going through 5 resources ministers in 3 years hasn't helped progress with the licence application.  Another one sacked and new one appointed last week!  It's probably getting to the point where the poor bastard in the Ministry chair is so worried about pulling the wrong leaver the place has probably become moribund.  Gets to the point where the public servent rationalises that it is better to get the sack for not making a decision than making one that Magafuli disagrees with and suffer the public admonishment and derision as a result.

Seems we are stuck with it now, so may as well suck it in and On On until this unmitigated political mess sorts itself out in time.
