Raise money for a project to essentially only pay employee renumeration for a few years, sign 5 MOU's, work towards completing a PFS with a perpetual rolling date. Release a simple 2 pager stating that the project didn't work. Proceed to go quite and replace the MD a few times in oblivion.
Pop up again with a new name and totally different plan in another area of the country.
Rinse, repeat.
