There is another possible explanation. It may be that AUZ needs to show the State Gov an annual spend on resource development as a condition of the lease/exploration licence to maintain the exploration licence. Just my supposition.
If that is not the reason then the announcement and activity only leads to confusion in the minds of investors as is shown by the commentary so far today.
