Deep pockets for me is basically generic.
Wyloo beat BHP for Noront's ring of fire in Ontario. They are proactive there at the moment.
~~$400M to acquire this does not include Capex to begin mining. Wyloo have been splashing cash around. What their business model is needs research I haven't done. Green energy revolution is almost certainly one for this well healed company. The 2008 preliminary FS for Wingellina:
As@Ondie says the updating of this is going to be critical in how the capex will be raised.
IMO there are swings and roundabouts for a 2022 vs 2008 Capex
- Inflation and labour costs will have gone up. Supply issues for major parts may be more of an issue. Etc
- Renewable energy, automation, and remote control of trucks etc are among the technology factors that may push some costs down. The main road is planned to be sealed by 2030. Etc

Again, as@Ondie says the New world metals thematic kicks in between now and 2030 coinciding well with the time frame to develop a remote site like Wingellina for much needed metals. [My original post and much of what I post reflects the comment of Eddy Riggs (Argonaut) that they almost don't want to hear about the thematic of how much the various metals are needed - It is basically a given nowadays. Link to that talk (from ~5min mark).] Though I wonder what could derail it. Ukraine, trump, Taiwan all are possibilities as is something worse than covid.
So Wyloo/Twiggy? Possible. But are their pockets deep enough to handle multiple projects being successful? Noront + ?NC1 + others.
BHP/Rio/Glencore Positioning themselves for these, and other, metals. BHP and OZL fail at $8.3B so could handle buy out of NC1 AND the above capex +- some for that price. The other two probably could if it aligned with their priorities.

Not a small list with deep pockets.
A perennial issue for small explorers with good assets.
