I think the 20 - 25% target was not meant specifically to SC63, rather a general statement on their strategy to have a WI roughly in that range for exploration permits across the board.

With the Stage two of the SC63 farmout, Phil mentions that both Dragon and Nido would acquire 10% from PNOC. If this was to eventuate, then we have a JV:
- 60% Dragon
- 30% PNOC
- 20% Nido
I would see that as more likely. I doubt Nido would risk of upsetting the ongoing farmout process. Not at last, if there was a change, then blessing of DoE again would be required.

Hope is that Stage 2 of the process is going to happen! My opinion anyway.
