I'm not sure about that. The restart plan may only be for the existing heap leach stockpile. Crushing, stacking and leaching ore from yet to be mined oxide seems to be outside the scope of what is been suggested so far which is for the SX-EW cathode production using the existing heap leach ore. A plan for the yet to be mined oxide would no doubt involve separate technical study. If I recall correctly, the previous management were already leaching test columns but I don't know how much of that previous work the new management and consultants will rely on.
