Yes I believe so @ralli - this time definitely re November although it was not really mentioned - only seen in the projected growth chart and as you rightly point out Mkandawere - at the highest level of govt now etc etc.
SVM'S rutile/graphite discovery is something to hang his hat on for now but reality is - it is a very long way off development/production unless Chak could say he personally was looking to fast track the development at Kasiya. It would be nice if he mentioned specifically shovel ready projects such as Kanyika - and of course the words GBE - NIOBIUM given its importance and first niobium mine development in 50 years etc etc.
Almost there with one last major de-risking component. Finance will arrive.
Not sure what the farming claim is about - there have been so many of such over the years. Guess we'll know more detail after yet another address to the nation sermon - which by the way - he does deliver very well.
