This is a good point. Always better to be conservative.
I still believe the Niska application won't be submitted until the drilling is completed next year because they won't have a clear view of the resource size and depth until then. Given the length of the process it would make sense to submit a more substantial permit to cover a bigger mining operation from the beginning.
