This may be harsh. I wonder if Malaysian officials are seeking bribes to allow business to be conducted. Track record for corruption is shocking. "Lynas Corporation Limited (ASX:LYC, OTC:LYSDY) (“Lynas”) has been unsuccessful in obtaining Malaysian regulatory approval for an increase in the lanthanide concentrate processing limit for Calendar Year 2019 (CY19)."
The sooner we have options ready in Kalgoorlie and US the better.
