My guess is timing was in play here. Offering to us mere plebs takes more time and would have pushed the CR cash exchange closer to Christmas which normally means nothing happens till Feb or mid Jan at the earliest!
The wettest months in this region are March to May so I'm thinking they wanted the cash ASAP so they could maximise the opportunity to do as much as they can before they have to pack up and leave site.
I think this is probably a good thing for us even though it's painful right now
