IMO What investors need to understand is that the supply of Rare Earths outside of China are going to be snapped up as soon as they become available or spoken for before available,(see MOU'S) .I think Lynas would be a good example of this.
Countries such as Japan etc ,don't want to be told that they have to set up manufacturing in China just to secure a supply of China's Rare Earths.
Therefore imo stories regarding over or undersupply are totally irrelevant when it comes to Rare Earths .
Obviously the right mix is important & that's where Arafura stands out with its supply of Neodymium:
Chris Tonkin in Open Briefing :
" There is more Neodymium Oxide at Nolans than any project likely to come close to production in the next 10 years. We think the neodymium content underpins the value of the Project"

"Within rare earth metal investments there are a few that you should be set out on watching. Their use in important materials is set to grow and mean even greater demand in the near future."
"Rare Earth Element – Neodymium
The first rare earth metal that you should be keeping an eye on is Neodymium. Neodymium is responsible for the majority of your hard drives and headphones to work. This is due to the fact that they contain magnets which produce a strong magnetic field and cause the applications to work. Having this metal in applications means that things can be done with elements that are lighter and even stronger. This even helps in green technology like making wind turbines that work more efficiently."
