Here is what I think. If the Austrian government really wanted the plant to have been built in Austria, they would have created the incentive to get it done.
I would have preferred for it to have been built in Austria too, but if you are standing around twiddling your thumbs of course you are going to go off and find a better deal elsewhere. The more I think about it, the more I think this move is a better for the company.
