Ann: Non Consent to transfer of EL4521 , page-9

Well I don't understand why APG would make an announcement of the sale without knowing that AZC would agree to the transfer. And I'm very confused as to why f/t you would say that we are better off than we were when the announcement was made? Is it not possible the placement was contingent on the sale of wim150? As far as I can tell this is terrible news and I expect the APG sp to tank tomorrow. Of course I hope I'm wrong.
