Two seperate things.
Top up facility ussually occurs during the original window. eg. I'm only entitled to 100k shares but I send in extra money for an additional shares to top up of another 200k shares. (I did this for the Nvx raise at 29c where i got I think 20% more then what I was entitled to).
Short fall means any shares not taken up can be distributed(at Baz discretion) at a later date up to 3 months after the raise.
