I don't think it matters at all. If anything I wouldn't be surprised if they wanted it under subscribed that's why they added the clause where they can distribute them within 3 months of the raise.
Retail has the opportunity to buy on market if they are confident in CYM and if anyone isn't confident why would Baz want to reward them.
At the end of the day it's all about finance and getting it done and dusted before the coffers run dry and you would think $20mil+ is enough to accomplish that .
