This raising is paying down debt, have a look at the IP 25th.
The risk is more than a handful of businesses leave the group, with the debacle that this co has gone through you cant blame them but with Timoney and his 'mates' gone a turnaround is possible. Dont bet the house, but im surprised ONT or pacific smiles dont have a crack at buying them out. And this one is more a bet than an investment IMO
