I believe the only way they will get the funding over the line from retail portion of the Rights Issue is to announce funding completion.

Im pretty sure that instos portions will be raised as the offer documents already indicated they will support. This could be a better outcome as less shares will be issued and instos get better position on the register very cheaply.
