Unlike typical capital raises, the amount of dilution facing shareholders forces them to participate. Many will chose not to, or cannot afford to. This then "shakes the tree", allowing those with deep pockets and awareness of the actual situation to pick up shares at a low price. Yes it was looking difficult to raise money but this approach really socks it to the average SH.
