I agree that many SHs will not take up there entitlement though they are really are being forced to in order to avoid massive dilution.
Hard to say what percentage of holders will not take up but it allows some of those with large holdings to grab a lot more and increase their position/power over the company
if there is are some subsequent positives (trade sales licensing deal, approvals) then these buyers will really benefit. This raise raise really forces one's hand.
