Well... eligibility is wiiide open on this offer. You can apply for a top-up if 2-for-3 isn't enough for you. And if you're a non-holder then you can apply for overflows! So realistically, "eligible" means anybody who can legally buy a Golden Rim share can participate regardless of whether they hold.
