One of the main advantages of the exploration tunnel is so that surface ground disturbance is miniscule, and the co benefit of cheaper subsurface drilling. I can't see why it would be too difficult a prospect to get approved. Mining on the other hand maybe different with the socialists in charge of Victoria State.
