Fair interpretation. But I don't think an Apron feeder and some minor ' Labor ' associated installation costs are going to amount to $3.5 million. Besides , we still don't kn ow how much they ' Prepaid ' or budgeted as ' Installments ' on these pre-ordered items. So they had ' Commitments ' budgeted on ' Quoted ' prices and estimates of Labor and commissioning costs ( some of which may also have been quoted ).....and came in with Actual's spent v ' Budgeted ' of those committed . Lets see what the next Qtr's activities statement says as well as those now expected Monthly updates.

So sounds to me from how they have phrased it , is that there is definitely room for some savings against ' Budget ' ....and at the same time , they have come in for the Qtr at roughly 90% items planned for against what was budgeted for. How much do these items result in ' trickle ' down delays further down the pipeline is another issue.

But like I said , it's at least a start in them dribbling out snippets of financial measurement against Budgets ......which is what the name of the game is all about when it comes to recording , measuring , and reporting costs and revenues.
