Here are some very rough numbers to show how little MIN is outlaying for the balance of NWE shares it does not already own. Say NWE has 6500M shares on issue, then MIN is looking to buy 81% - 5265M. So at 1:1300 MIN has to issue around 4M new shares. $4M new shares is an increase of about 2% extra shares, and to service those shares at say a $3/share dividend is an annual cost to MIN of around $12M a year. They are offering peanuts !!
