What they are saying is so far they have not been successful in finding a buy in partner on their own so now they have farmed it it to another firm to do...which is a contradiction of the updates given so far....as we have been lead to believe they have already been talking to interested parties for this block..humm..
Seems that the players that have worked this area over before are not interested enough to take them up on what they have offered.. Still there is some hope for a free carry drill..

Also..the amendment to block is going to take time and then the approval process... So nothing in here for few years yet...
