It is an MOU but it was "signed". Anything of that nature especially a signed document needs to be released to market to comply with full disclosure. Read the announcement and consider how much would be involved to nut out this agreement. It is the companies obligation to notify the market and shareholders. Each can then interpret it as they see it.
