I believe, RH has ZzzzEERroooooOOO, ZERO, plans to build a mine.
But, he refuses to hand the task over to someone who can (and wants to) build a mine.
As I keep saying, the issue is his skillset, and his incentive structure. His biggest incentive is to sit on his hands as long as possible, and collect his $500k salary + super + allowances, plus his other director fees from his 4 other company directorships, for doing very little. It's an amazing lifestyle opportunity, that I doubt he will ever give up willingly. All together, I reckon he makes +$650k package, with very little to do, relatively little stress in life. After all, he has positioned the company into a uranium mining ban, with no mining permit. It's about the dollars-to-effort/stress ratio. Life is very, very, good for RH.
I wish more people woke up to this. So many have their heads in the sand, living in fantasy land. While the ugly truth has been staring them in the face, for +3yrs now. There will be no development of Wiluna under RH.
