    You are absolutely correct. The Sino Project was totally the fault of the workers. The fact that it is likely to go 7 times over budget (Must be a mining development record) is in no way due to bad planning, bad management or overall incompetence. The Dr has nothing to be proud of in relation to Sino... Outside that I dont know too much about him, so I wont make any comment.
