How long ago were these benchmarks set, if they were negotiated...

How long ago were these benchmarks set, if they were negotiated 1 year ago then share price of 1.25 would be an increase of 800% and revenues of half the market cap of the company from very little within 3 years. Just because the company has achieved so much in the past year, you cant turn round to the people responsible and say you have done far better than expected so we are going to move the goal posts on you, what incentive would that be!!
If the blackout period states no information that can be construed as publicity to increase share price then this would explain the lack of forthcoming information on all contracts in the pipeline. It would also imply once the blackout is lifted then the announcement will be lined up and hopefully create a big pop in share price.
