Given that this is rather unusual and provides support to a lot of question marks around the companies real motivations, you would still have to ask the question why do this if the $40 mil deal comes to zero and the company loses all credibility, what use the additional shares will be (unless they intend to just suck up the $11 mil odd they have hanging around from the CR with vague promises of other deals to come)
What would be more concerning to me would be a share consolidation and/or another CR without any absolute verification of growing revenue streams
