Because they will hold them until CAD release a fancy announcement (with no real substance) and the buyers start buying them at 0.001 giving the mates a quick 100% gain. It's called scratching the monkey's back.
The fact CAD issued ~2 BILLION shares at 0.0004-0.0005 means it is curtains for all us long term holders. We have been royally screwed. We will never ever break even on this one. The amount of shares on issue renders it impossible.
