Just give them an offer they can't refuse:
"Take the coal mine development off the table and concentrate on Gold; otherwise we'll vote no for everything at the AGM"
IMO, putting the coal tenement on ice or on the sales block (its a looser money pit, IMO) would spice up the SP by at least 3c and focus investors attention where the money is.....gold.
