Yes, I believe you're correct. It's very subtle but they appear to be shutting down questions early on.
"The Chairman will allow reasonable opportunity for shareholders to ask questions..."
Shareholders will most likely be limited to no more than 2 questions just like last year. Reasonable?
Tip for newbies: Your first instinct will be to say "WTF!?" Get it out of your system now because in the AGM the Chairman will count that as a question.
"...or make comments on the remuneration report..."
If I understand this correctly they're trying to very subtly say that only the remuneration report is up for discussion - they don't want to discuss the nasty business of how they're screwing over shareholders.
"...before calling a vote."
Last year they just projected the results of the proxies on the screen as soon as the meeting began - there was no need to call a vote. So with the wording they've used, if there's no need to call a vote then question time will not take place.
