The JV partners would not have declared FID if their was any doubt about their ability to arrange finance.
Arrangements with suppliers were on hold pending the FID declaration. The availability of finance since FID has deteriorated through circumstances beyond the control of the JV this has resulted in a completely different playing field.
Seams to me that force-majour is appropriate.
