This company needs to win contract for price to shoot and that is the criteria for Glenn to get the options at 3 cents. The share price will be atleast 10 cents if these contarcts are signed. I believe he will be either close to signing these contracts or pretty confident that it will happening in near future for him to put these vesting conditions.
