Even if they have big news or deals this is something they should be doing as part of their daily job. You should get performance shares for doing something extraordinary not for performing as expected (and missing lots of self-imposed deadlines certainly isn't extraordinary regardless of reason). Considering what "should" be coming up I wouldn't be surprised whatsoever if in doing their daily job all targets are met. Give me some decent stretch targets and I will be more than happy to vote yes. All IMO, vote whatever you want.
And pretty sure I should be given performance shares for holding on so bloody long.
