You don't need to wait for 2 years to do it, just exercised S259 of the Company's Act now if you have 25 million voting rights. you can call for an EGM and nominate your directors to replace existing directors.
Usually institutions will not interfere with management however if approached they may give instigators their voting rights especially when they feel that their assets need to be protected through a change of management.
Have you written to JA with your concerns? Have you look up who are the people with significant shares and speak to them about your concerns and will they go along with your plans?
All these negativity posted daily won't be doing the share price any favour. Any intention of investing by people will be discouraged in buying in. Personally if I had enough i will just vote with my feet and will not waste my energy and time here. As it is we are at cash value only, the company is vulnerable for M&A activities if predators are aware of the Company's situation. Hopefully this will be reflected in the share price.
