The chairman of the company also act as company secretary, thus saving an extra personal. The other is NED , appointed just to make up the numbers. Both these people are not full time employees of the company and their pay is not an additional burden. Only the CEO should be a full time employee of the company.
MAN is only a small exploration company as such you don't need more than 3 directors to add extra expenses to the company.
Thus the company is frugal in their management of expenses, except the CEO should be more proactive in his approach for the renumeration he is on. AUSTRATE is spot on with his summation of the Company's deficiency.
