res #3 ....means simply that company can issue more shares without asking permission.
they could ask permission when needed, but this saves time and money doing it along with other resolutions.
in the past companies sometimes diluted shareholder substantially and angered shareholders, so regulators changed rules and made companies beholden to shareholders.
personally i dont like company, any company, being able to issue so many shares without shareholder approval.
by voting yes you give away your right to object when the time comes.
