I guess this is both a sign of his personal conviction as well as an opportunity to keep spending low.
While that seems positive, its more dilution (at the price from the CR that looked very much like a mates rates CR, or one to appease the squeakers) and without the benefit that comes from direct buying on market.
I'll err on this being positive and certainly looks quite bullish.
