I'm not really sure what you're trying to point out. Neither being in the ASX300 nor having a MC over $300m have any bearing on whether a placement facility is included at AGM's. It was very clear in the announcement that the last time a placement was approved was the 2021 AGM (see below).
I do agree with you though that some form of dilution and a loan is likely. I don't think that even immediate resolution of the plant issues will stave off a cap raise, it seems to be an inevitability at this point.
