Takeover should be all or nothing.
I suppose if eg Ramelius offered for 3/8 of the remaining shares, and some major holder said ok, then some others might accept the meagre offer through fear of holding worthless minority shares with no prospects of a future dividend from Ramelius. A defiant retail vote would put the major holder in it's place.
