So they are taking on more debt AND laying the groundwork for more capital raising?
I agree it does not sound like the planning and actions of a company that is going to reign in its spending or figure out its profitability issues.
Spending would be fine if they were making any return on investment but that's obviously still not the case and never has been.
What's probably much worse is the transparency issue here, to see this buried at the bottom of a list of resolutions they want to sneak through - I am sure they will say "vote for this, of course we won't need it but it's just in case".
