Yes I mean they sat on those visuals likely so they would not be seen as releasing fluff, which they've been blasted for in the past. They probably then ran out of proper cashflow and panicked, hence the raise. Not saying it's good just that I think that's more likely than something nefarious.
It's hard to say because we don't know what the labs told them. If we knew for sure the labs were refusing to release results (which they could release to boost the SP and then raise in a better manner) they probably thought "we can't release visuals, let's just raise now before this gets worse".
