There's an obligation to release cores as they come back from the labs (but not as visuals), so the mediocre news would have gone out because the results came back. There's some reason the labs did not give the good core results back and that would tell the story better.
It's still a shit raise at lows and dilutive with the options of course. These brokers always take advantage of the small caps and back them into corners.
Are you suggesting they had the results for the good cores and sat on them until the raise was done? Because I'm pretty sure that's not legal, hence why I think it's very unlikely. More likely the labs were holding them until paid as another poster suggested a while ago.
