Title : Incomprehensible Delay of OEL Board Proposed and Shareholder Approved Return of Capital to Shareholders

The reasons for the extraordinary delay in getting approval for thesubject return of capital remains an ongoing mystery to OEL shareholders. This delay mystery is deeply concerning for shareholders andsignificantly reduces shareholder confidence in the OEL board and management.

Providing shareholders some detail of interaction between OEL and theATO, as well as the OEL plan of action going forward,

would reduce the mystery and go a long way to restoring shareholderconfidence.

I urge that this matter be addressed at the AGM.
