You are 10 times more voting power than me, but I agree with your assesment. 1.00 is far to low and could easily be achieved before the meeting.
You are also correct in the belief (as far as I am concerned) about achieving production. I must say that going by past deadline misses, a bonus tied to meeting such an important deadline would sit much better with me, than a SP amount, especially one set so low.
