BNP are acting as a custodian and are pooling all the shares held on account for beneficiaries under this holding. Noting it says retail account this would be numerous holders who trade with interactive brokers and most likely day traders / retail holders.
Not sure many of these people will vote as they have to instruct BNP on how they wish to direct their vote and then have BNP do the voting which isn't an easy task if i understand things correctly. Sometimes these sort of arrangements make it impossible for the people holding the stock to even vote. From the IB Financial Services Guide regarding corporate actions....
